Pigeons don't always populate solar panels straightaway but when they do, you'll know about it. Maybe they've been moved on from their previous nesting site - usually because solar panels have been protected there or perhaps because the population in other sites has grown so much they've had to find somewhere else.
When the pigeons do arrive, there's nothing much you can do but get in touch...
